Start with ANAPI, the national investment promotion agency: it is the entry point for information, procedures and incentives. The other institutions follow the order in which most projects need them.

Investing

AZES Agence des Zones Économiques Spéciales

The agency in charge of the special economic zones, with zones in Kinshasa (Maluku), Kongo Central, Haut-Katanga and Ituri.

Use it for

  • Setting up in a special economic zone and its incentive framework
  • Priority sectors: agro-processing, construction materials, mining and metals value added, packaging
  • The approval application for zone operators and companies

Setting up a company

GUCE Guichet Unique de Création d'Entreprise

The one-stop shop for company creation, which centralises the formalities: statutes, registration in the trade register (RCCM) and tax identification number. ANAPI states a processing time of three days.

Use it for

  • Creating a company or a branch
  • Obtaining the RCCM number and the incorporation documents in one place

ANADEC Agence Nationale de Développement de l'Entrepreneuriat Congolais

A public establishment created in 2021 to promote national entrepreneurship and support small and medium-sized enterprises.

Use it for

  • Finding and assessing Congolese SME partners
  • Training, incubation and support for creating and formalising a business
  • Help with preparing financing files

Tax, customs and trade

DGI Direction Générale des Impôts

The tax authority: corporate income tax, VAT, payroll and property taxes.

Use it for

  • The tax identification number, applied for online (e-NIF)
  • Online filing and payment of tax returns
  • Checking the authenticity of tax documents

DGDA Direction Générale des Douanes et Accises

The customs and excise authority, in charge of goods entering and leaving the country.

Use it for

  • Tariff classification and rules of origin
  • Customs regimes and clearance procedures
  • The list of approved customs brokers

SEGUCE RDC Guichet Unique Intégral du Commerce Extérieur

The operator of the single window for foreign trade, an electronic platform shared by the administrations involved in imports and exports.

Use it for

  • Starting and tracking import and export operations online
  • Paperless pre-clearance and a single statement of fees

OCC Office Congolais de Contrôle

The public body for inspection and conformity assessment, with laboratories and offices in the provinces.

Use it for

  • Inspection and control of imports and exports
  • Testing, analysis and certification of products
  • Metrology and standards

Finance and currency

BCC Banque Centrale du Congo

The central bank: monetary policy, price stability, exchange rates and the supervision of financial intermediaries.

Use it for

  • Official exchange rates and exchange regulations
  • Information on supervised banks and financial institutions
  • Economic and monetary statistics

Sector rules

CAMI Cadastre Minier

The mining cadastre: it manages mining and quarry rights under the revised Mining Code and keeps the register and maps of titles.

Use it for

  • Applying for exploration and exploitation permits
  • Checking existing titles and concessions
  • Procedures and legislation of the mining sector

ARSP Autorité de Régulation de la Sous-Traitance dans le Secteur Privé

The regulator of subcontracting in the private sector, which applies the local-content rules of the subcontracting law (n° 17/001).

Use it for

  • Registering a company eligible for subcontracting
  • The rules a principal must follow when subcontracting
  • Compliance certificates and their renewal

Infrastructure and transport

FONER Fonds National d'Entretien Routier

The national road maintenance fund: the public body that collects the resources for, and finances, the maintenance of the road network.

Use it for

  • Calls for tenders for road maintenance works, published on its site
  • Programmes and data on road maintenance financing
  • Axle-load rules for road transport

RVA Régie des Voies Aériennes

The state-owned company that manages the country's airports and provides air navigation services in Congolese airspace.

Use it for

  • Airport services at Kinshasa-N'Djili and the provincial airports
  • Air navigation services for airlines and operators
  • Airport concessions and commercial activities

Business community

FEC Fédération des Entreprises du Congo

The chamber of commerce and main employers' organisation of the Congolese private sector, founded in 1972.

Use it for

  • Identifying local partners and sector contacts
  • Help with reading legal and regulatory texts
  • Representation of members before the administration

Embassy of the Democratic Republic of Congo in Brussels

The embassy for Belgium, the Netherlands and Luxembourg, also accredited to the European Union. The chamber works with the Embassy under an established institutional collaboration.

Use it for

  • Visas for business travel to the DRC
  • Legalisation of documents and consular acts
